Save the Date - Annual Meeting & Elections
The date of the annual general meeting of the GlenOaks Homeowners Association has changed. It is scheduled for January 8th, 2013 at 7:00 pm at the GlenOaks Country Club.  The purpose of the annual meeting is 1) to provide an annual operational overview and report to the membership, and 2) to elect Directors to the Board.  Information will be sent out closer to the meeting date regarding the agenda and elections.

The purpose of the GlenOaks Homeowner's Association is to enhance the value of property ownership and to preserve the quality of life in and around the GlenOaks Community.  Seven Officer/Directors who are elected at the January annual meeting govern the Association.  All Officer/Directors are volunteers.  They make decisions based on majority interests and input from the residents. If you would like to make constructive suggestions, or, have a concern feel free to do so - just go to the "Contact Us" page located at the association website. The Association sees to the maintenance, repair and upkeep of the entrances, traffic islands and common areas. Other services provided are police patrol, snow removal, and street lighting.  The Association also enforces the restrictive covenants and conditions set for in the applicable sections of the Declarations.

GOHOA Board Position Open

Lisa Bonick, Board Member and 1st Secretary to the GOHOA Board of Directors moved to Tennessee recently. Therefore, there is an open position on the Board.  Anyone interested in filling this position please contact Board President, Bob Dye at 423-7371.  The term for this position runs through January, 2014. The 1st Secretary is responsible for taking minutes at the monthly Board Meetings and maintaining records for the GOHOA. A complete job description is available in the By-laws that can be found at the association website.

Trash Collection During Heat Wave
Due to the extreme heat and potential health/safety risks to employees out on the service routes during these conditions, Industrial Disposal requested and was granted permission to begin picking up @ 6am thru August 31st.  

Landscaping of Entrances
The Waterfall Way entrance is currently in the process of being renovated.  Lighting and irrigation have been installed and landscaping will be planted in the fall.
           
The Stone School Road entrance is also to be completely re-done and a landscape plan has been selected.  In the meantime, plans for new electrical service are under review and will include new lighting and additional outlets allowing improved service for the seasonal lights. The trees in the islands along Stone School Road will also be replaced. 

Extreme heat and drought conditions have slowed the planting schedule for all of these projects, however we will soon see the removal process of the overgrown and/or dying trees and shrubs and their root structures.  Electrical lines will go in before new plantings.  This may seem like a slow process, but the end result will be worth it!

 

GlenOaks Lake      
The GlenOaks Lake is very poplar place. The HOA has increased the frequency of treatments to maintain the appearance and water quality. Please abide by posted rules, always use caution near the lake, and supervise your children. Remember NO Parking in the Grass, Catch & Release & NO Littering.

Highway 22 Construction Update
Per the Department of Transportation "the total project consisting of Hwy 22 from Chamberlain to Murphy Lane, including the extension of 1694 to Chamberlain Lane will be completed by 11/30/12”. Certain sections will be completed sooner and opened to traffic. The area between Chamberlain Lane and 1694 is on schedule. Presently pavement work has slowed at the entrances to Shadow Ridge Apartments and Silver Creek Subdivisions due to utility relocation.
 
CCR Violations

  • Maintenance of the trees between the sidewalk and the street is the responsibility of the homeowner.  If tree limbs are so low that your neighbors or vehicles cannot pass under them please do the responsible thing and have them trimmed.  (FYI-The Oldham County Schools and the United States Postal Service have complained about these limbs.) While you’re at it, how about clipping weeds and sucker growth too. 
  • Are you trimming your bushes, weeding landscape beds, and edging in a timely manner.

 

  • Many mailboxes are in need of repair and/or replacement. Proper care and maintenance is the homeowner’s responsibility. If your mail box is in need of repair parts including numbers you can contact The Duggins Co. (our official mailbox provider) for pricing. Contact Greg @ 966-5774 or 966-9290.
  • Several residences have lost trees in the front of their homes. The restrictive covenants require each lot owner member to plant two (2) three (3) inch caliper (diameter) trees in the lot owner member’s front yard.

 

  • Garbage carts should be placed on the street no sooner than the day before pick-up, and taken away the day of garbage pickup.

 

 

Emerald Ash Borer
As you may already know, the emerald ash borer (EAB) is now in both Jefferson and Oldham Counties as indicated by this map. State officials have issued a quarantine to regulate the transportation of articles that could harbor the emerald ash borer, including firewood outside those and other KY counties.  Univ of KY College of Agriculture says:

  • Consider that a preventive treatment program may be needed for 7 to 12 years. This includes the time that the EAB population builds in your area and peaks. The actual time will vary and adjustments can be made as the infestation develops.
  • Assess (with professional assistance if necessary) tree size and health before beginning treatments.
  • Drench applications are unlikely to protect ash trees > 12 “diameter at breast height (dbh) 4.5 feet above ground level. Have professionals treat large ash trees that you want to protect. Commercial pesticide applicators and certified arborists use products and application techniques that are not available to homeowners.
  • Fertilize healthy ash trees in the fall and water as needed.

Golf Course
Please be reminded that the golf course property is NOT open to walkers, runners, dogs, cyclists or for any recreational purposes other than golfing by dues paying members.  It is dangerous to be on the course without being properly scheduled and it is private property.  Please be smart and safe and stay off the course. The HOA receives on an average a check a month intended for the Club but is made out to the HOA, these checks originate from on-line bank accounts.

Signage
Please remember the Association’s rules regarding signs in yards. The restrictive covenants prohibit the erection of any sign other than one standard size "For Sale Sign". It is also recognized that by tradition the Board has eased enforcement of the sign prohibition for "open house" and directional signs on the day of said open house provided the person erecting the sign removes their sign no later than 6:00 p.m. on the day of the open house. The Board shall continue this policy of non enforcement consistent with past practices. The Board has also by custom permitted other items, which the Board has determined does not fall within the intended prohibition against “signs”. Customary sized underground fence and security system warnings, yard sale and lost pet notice complying with the requirements set forth hereafter are permitted. Yard Sale notices must be free standing and erected one (1) day prior to the sale and removed no later than 6:00 pm the last day of the sale. Lost or found pet notices must be free standing and will be permitted for one (1) week only. In lieu of erecting notices for lost or found pets, residents are encouraged to use the Neighborhood Watch E-mail Alert System, contact Katherine, the Block Watch Coordinator at 905-8989 or at ksemmes@semonin.com.  Any signs found to be in violation and any prohibited signs will be removed without notice.

Construction Requests
If you are planning any construction projects on the exterior of your home or yard, such a deck, fence, covered porch, or an addition, you are required to submit a construction request to the Association for approval 45 days in advance. You can download all the required documents from the Association website.

 

Neighborhood Watch Program
There are currently have over 415 physical addresses and 451 email address participants in our neighborhood watch program.  If you have items to report to the Neighborhood Watch you can contact Katherine, the Block Watch Coordinator at 905-8989 or at ksemmes@semonin.com.

Parking
Remember that parking along the street is illegal. The police use their discretion regarding temporary situations (such as party guests).  If you or your guests park in the street please keep these considerations Keep in mind: all cars must be parked on the same side of the street in order to allow emergency vehicles to pass; do not allow tires to end up on someone's lawn; be careful not to park directly across from the end of someone's driveway and keep street parking to only a few hours.  Following these guidelines can keep your neighbors happy, your car safe, and you may avoid a ticket.

Introducing the 2012 Board of Directors

The Board of Directors of the GlenOaks Homeowners Association and their respective offices are: Bob Dye, President; Dan Schmidt, 1st Vice President; Barb Dye, 2nd Vice President; Art Kaufman, 1st Treasurer; Amy Purkiss, 2nd Treasurer; Lisa Bonick, 1st Secretary; Katherine Semmes, 2nd Secretary. We welcome them and look forward to their contributions. The purpose of the GlenOaks Homeowner's Association is to

enhance the value of property ownership and to preserve the quality of life in and around the GlenOaks Community.

Annual Meeting

The annual meeting of the GlenOaks Homeowners Association was held October 4, 2011 at the GlenOaks Country Club. All seven Board members were present as were 28 homeowners. Each Board member gave a report on their areas of responsibility. Currently GlenOaks has 15 sections, including 549 lots with 546 homes. During the course of the 2010-2011 year there were 13 construction requests, 50 violations of our Certain Covenant & Restrictions (CCR’s) and 19 resident complaints were addressed. Once again GlenOaks had an excellent percentage of on-time collection of the annual assessments. The Board would like to thank everyone for their timely payments. We discussed the paving of Worthington Lane, snow removal,

speeding, tree trimming, street lights, street signs, neighbors’ failure to maintain property and the fence that needs painting along Hwy 1694.

Paving and Renovations

As of this newsletter the paving of Worthington Lane has been completed in Jefferson County. Please be careful as the new pavement is very slick and excessive speed could cause accidents. The renovation of the Waterfall Way

entrance is progressing slowly due to the utility companies. In 2012 the Board plans to address the renovation of the Stone School Road entrance and the island renovation along Laurel Lane and Worthington Lane. Also in 2012 we will have our tri-annual tree trimming.

Safety & Security

There are 51 hours of police coverage for both Jefferson County and Oldham County sides of GlenOaks by an off-duty LMPD officer and 27 hours of police coverage for the Oldham County side each month by 2 off-duty LaGrange officers. Speeding and disregarding stop signs accounts for the majority of citations issued.

The GlenOaks Neighborhood Watch program currently has 16 Block Captains and 468 email addresses. The email distribution list is used only for issues of safety and

security plus a select few notices from the GOHOA Board deemed to be of time sensitive or other importance. All other notices are via the GlenOaks Facebook page, www.facebook.com/glenoaks.

Please keep your eyes and ears open for criminal activity that tends to occur during the holiday season. In the past we’ve had vandalism to some holiday decorations and there have been solicitors (via mailbox flyers and door-to- door) who have not delivered all they were paid for when hired to put up holiday decorations. And, of course, keep your doors locked and garages closed when you have gifts under the tree.

Industrial Disposal

The contract with Industrial Disposal has been renewed for 2 years with no change in rates. However, if fuel costs rise above $4.50 per gallon, households may incur a surcharge (to be agreed upon by ID and the GOHOA). The 2012 Junk pick-up date has been scheduled for May 24.

YMCA Coming to Norton Commons

Projected opening of the new YMCA is Spring of 2013. They plan to offer heated pool with water slide, swimming lessons and water aerobics. Also, sauna, whirlpool, indoor track, fitness center, group exercise and cycling classes, lockers with showers and Kids’ Club supervised activities. An indoor climbing maze and an outdoor fenced playground are also planned.

Also, Scott’s Village Market is now open in Norton Commons. Open M-F until 7pm and Sat until 5pm. Closed Sunday.

Reminders

Please remember the Association’s rules regarding signs in yards. Only one Realtor sign may be posted in the yard of a house for sale. No vendors’ signs, contractors’ signs, political signs, etc. may be posted anywhere in the neighborhood.

Yard sale signs may be posted the day before the yard sale. They must be free standing, NOT on stop signs, street lights, light posts or association trees.

If you are planning any construction projects on the exterior of your home or your yard, such as decks, fences, covered porch, or an addition to your house, you are required to submit a construction request to the Board of Directors for approval at least 45 days in advance. Annual Assessments

The Annual Assessments (which are mandatory) provide many services some which are: Maintenance of signature entrances, traffic islands and common areas, street lights, police patrol,

snow removal, and annual street cleaning .
As a courtesy, annual assessment invoices are mailed mid December and are to be paid and

postmarked by February 1st (No grace period allowed). The obligation to pay the assessment rests with the lot owner member, regardless of whether or not the invoice is actually received by the lot owner member. Annual Assessment payments postmarked after February 1st are deemed past due and are subject to penalties (for more detailed information refer to “The Policies Regarding Certain Restrictive Covenants”).

Billing information is sourced from Property Valuation Administrator records. All assessments received late will be returned and assessed a $100.00 late fee. If you have any questions, contact the GlenOaks Homeowners Association Treasurer.

July 4th Fireworks Cleanup
We had some great fireworks throughout the neighborhood this holiday weekend.  If you set off fireworks in the streets, please make sure that you pick up the trash from them. The association had the streets cleaned professionally a couple of months ago!  Please help us keep them looking nice by cleaning up the fireworks mess.

Lawn Care, Clean Up & Mailboxes
Summer is in full swing, and everything is growing!  Please be courteous to the rest of the neighborhood and clean up your grass clippings from the street.  When you leave the grass clippings to gather in the street, it not only looks bad, but it also clogs up the storm drains and creates a mess.

Dogs & Cats
The Board has received several complaints recently regarding dog and cats either simply roaming free or being allowed to exercise on the golf course while not on a leash.  Please remember there is a leash law in both Jefferson and Oldham Counties that applies to both cats and dogs.  Also, please be a good neighbor and clean up after your dog!

Homearama
fffAs you know, Homearama will be in Norton Commons this year and it runs July 16 – 31.  Many of us cut through Norton Commons to avoid some of the traffic on Hwy 22.  I suspect the traffic through Homearama will be bad and will cause us to go back to Hwy 22 until August.  Admission is $10 per person - per visit. This year you will have the opportunity to purchase a TWO-DAY Pass for $15 as there are 21 homes to see.

Annual Assessments

Thank you to all who paid their annual assessments on time. The HOA received on-time payments from 96% of our members!

Mailbox Repair or Replacement

There's no mistaking, some of the mailboxes are in need of repair and/or replacement. Instead of sending out violation letters, the HOA is taking a proactive approach. The HOA contacted The Duggins Co. (our official mailbox provider) and negotiated a discounted rate on some work performed between now and May 31st.

Street Sweeping

As usual, street sweepers will come through to remove the salt buildup and other debris from the streets on Thursday, April 28. In case of rain, the alternate date will be April 29. Please do not park in the street on those days. Signs will be posted as a reminder!!!!

Highway 22 & 1694 Improvements Update

The State of Kentucky will be resurfacing Highway 22 from the county line to the City of Crestwood this year. Improvements on Hwy 22 between Chamberlain Lane and Murphy Lane, including the extension of 1694 should begin this summer. Major changes will be made to the intersection at 1694 and 22.

GlenOaks Lake

The GlenOaks Lake has reopened for your fishing adventures. Please abide by posted rules, use caution near the lake, and supervise your children.

Yard Sale and Junk Pickup dates

Moser Farms will be having their annual Community Yard Sale on Saturday, May 21st. If you would like to have your own yard sale on that same date in order to benefit from the increased traffic in the neighborhood, feel free to do so. Just remember that all signs advertising your sale must be free-standing (NOT attached to stop signs or light posts), and must be removed by 6 p.m. on the last day of your sale. All signs improperly posted will be removed without notice!

Industrial Disposal will be providing GlenOaks with a junk pickup service on
Thursday, June 2nd. There is no extra charge for this service. Just in time for Spring Cleaning! Refer to the Guidelines on the last 2 pages of this newsletter.

In keeping with the whole Spring Cleaning atmosphere please pay attention to your own landscaping and property maintenance. Downed tree limbs/branches and other debris can collect in areas during the winter and now need to be cleaned up. Please do not blow leaves, grass clippings or other debris into the street as it is unsightly and can clog the storm drains. Likewise, do not dump debris in areas owned by the golf course.

Streetlights

Just a reminder, the street lights in GlenOaks are important in preventing crime in the neighborhood. If you see a streetlight that needs service please report it to LG&E. They now have a website that you can use to report the problem:

Landscape Project

The Signature entrance to "The Falls" will have lights, irrigation and landscaping added this year. The irrigation system located in the cul-de-sac on Waterfall Way was switched to a battery operated system which allowed the removal of the electric service post at 6023 Waterfall Way.

INDUSTRIAL DISPOSAL
JUNK PICKUP SERVICE

Normal junk pickup consists of hot water heaters, washers, dryers, dishwashers, couches, chairs, coffee/end tables, misc boxed toys, garage items, tools, grilles, bicycles, lawn mowers, refrigerators* etc.

The following is a general guideline of what is NOT ACCEPTABLE for junk pickup of "normal" household solid waste.

Demolition /construction material..studs, drywall, sinks, tubs, or toilets. A dumpster is required for construction, renovation, redecorating. Cabinets must be broken down to small pieces no longer than 4-5'
If items can fit into a 90 gal ID cart they are acceptable. Carpet must be cut into 4' rolls and tied for handling.
Large amounts of fencing …a few planks may be ok if no longer than 4-5ft. in length…must be tied and bundled for pickup


No concrete….blocks, bricks etc.
No liquids of any kind…paint, thinners, pesticides, household, cleaners, motor oils, and fuels. Wet paint can be "solidified" with kitty litter or granular absorbent material from automotive supply stores
No medical bio-hazards…sharps, chemo diapers, oxygen tanks
Lawn mowers must have gas tanks removed and broken down as much as possible
Gas grilles are acceptable…with no propane tanks of any kind, grilles must have tank removed and broken down as much as possible
Swing sets and basket ball goals must be broken down as much as possible. No pieces more than 4-5ft long…no concrete on legs or base

The following items are determined to be "unacceptable" to be picked up as NORMAL household solid waste.
No Compressed cylinders: i.e. Oxygen tanks..home therapy

No flammable, combustible materials; i.e. Propane tanks, gas tanks,
Or any type of batteries
No Gas tanks on lawn mowers…. must be emptied / removed. Gas grilles must be broken down
No pesticides, household or other chemicals

No liquids of any kind…household grease, wet paint, thinners, solvents

No bio-medical items: i.e. Syringes, sharps, chemo diapers, blood born pathogen items-bandages etc.

No explosives: blasting caps, fireworks, firearms, ammunition

No concrete, no dirt, no loose firewood. No yard waste loose at the curb. Branches twigs must be bound or in carts no more than 4' long, 6" dia.

No remodeling materials…counter tops, cabinets, sinks, tubs, drywall, studs, plumbing fixtures etc.

No fencing…planks, posts, chain link

No Freon…all refrigerants from air conditioning, refrigerators must be removed by a licensed technician and tagged

Furniture is a "special pickup" …carpeting must be in 4' strips rolled and tied into bundles and stacked at the curb

HOME ABANDONED, FORECLOSURE, FIRE, FLOOD, CONSTRUCTION / DEMOLITION DEBRIS requires dumpster service and will be billed to homeowner

THE GREENS is now part of the GlenOaks Homeowners Association
The GOHOA grew to 549 members with the addition of 67 members who reside in THE GREENS. Some interesting facts…Construction of GlenOaks began over 20 years ago, being built in 14 sections connected by over 6 miles of roads. The GOHOA owns and/or maintains 6 signature entrances, 153 streetlights, 9 irrigation systems, 33 street/stop signs, 42 traffic islands, 2 common areas (one of which is the 2+ acre fishing lake on Moser Farm Road), over 100 trees, and numerous shrubs and plantings.

Collection of Annual Assessments
As of 12-01-2010, one assessment remains unpaid due to a foreclosure action. Seventeen GOHOA members paid their 2010 assessments late (down from 24 in 2009).

Construction Requests
As of 12-01-10 the GOHOA received 18 construction requests (up from 10 in 2009). They were all approved. Prior approval of construction a request is mandatory, regardless whether it is new or replacement construction. Per GOHOA policy, all requests are to be submitted 45 days prior to construction. This will prevent the homeowner from experiencing both unplanned and expensive changes.

Violations of the Covenants, Conditions & Restrictions (CCR’s)
Thirty violations of the CCR’s were resolved by the GOHOA in the last year. (down from 38 in 2009)

Introducing the 2011 Board of Directors
Five Directors from the 2010 Board have returned: Bob Dye, Art Kaufman, Barb Dye, Dan Schmidt and Lisa Bonick. Two new Directors have joined the Board: Amy Purkiss and Katherine Semmes. Thank you to these new members for their willingness to step up and serve on the Board. We welcome them and look forward to their contributions.


Annual Meeting
The annual general meeting of the GlenOaks Homeowners Association was held October 5, 2010 at the GlenOaks Country Club. At the meeting, there were reports given by the Board of Directors. Attendance was low, with only about 25 members signing in at the meeting.


Collection of Annual Assessments
Every year GlenOaks Homeowners Association annual assessments are collected in January. The invoices are mailed out in late December, and payment must be postmarked by February 1. We would like to thank all residents for their timely payments and are pleased to report that once again we only have a very small number of homeowners who were late and thus had to pay a late fee. The fee for late payment is $100, so please make sure to have your payment mailed by February 1. We are hoping for 100% on-time payments this year, as the timely payment of your annual assessment saves you money, and saves the Board a lot of time and effort.


Holiday Services Schedule – Trash Collection
Since Christmas and New Year’s both fall on Saturdays there will be no change to the usual trash collection schedule during the holidays.


Industrial Disposal Garbage and Recycling
Industrial Disposal has been working to correct their billing errors and they believe every account has been corrected. In addition, they have removed the Fuel and Environmental Recovery Fee (FERF) charge for Glen Oaks for the year 2011 as a way of thanking us for our business. This change will begin for services provided 1/1/2011 and go through 12/31/2011. So, GOOD NEWS, your bill will be reduced for those months, representing an approx. savings of $35.00/year (FREF is a fluctuating charge). No change in our service. Questions, comments, or concerns...call Industrial Disposal at 638-9000.

Reminder to participate in the RecycleBank.com rewards program. If you cannot find your mailer on this program call ID (638-9000) to ask about your activation code needed to register for this program.


GlenOaks Lake
Please be aware that as winter approaches in the coming month or so, we will be once again closing the GlenOaks Lake. This is for the safety of the children in the neighborhood, as there have been instances in the past of kids walking out on the partially frozen lake. When the sign is posted closing the lake for the season, people will no longer be able to be near the lake or in the area surrounding the lake. Of course it will open back up again in the spring for your fishing adventures.


Streetlights
The street lights in GlenOaks are an important way to prevent crime in the neighborhood, and we want to make sure that they are all functioning at all times. If you see a streetlight that is not working in our neighborhood, please report it to LG&E. They now have a website that you can use to report the problem:

Increase in Annual Assessments
A discussion took place at the Annual Meeting regarding rising costs of HOA expenses, especially snow removal. These increases have caused us to necessarily dip into our reserve fund. An increase in the annual HOA assessment is needed to replenish the reserve fund that has been greatly reduced in the last 4-5 years. It is hopeful, that an increase would return the reserve fund to levels of a few years ago. At that time, the HOA would be better prepared to absorb any future budget overruns and be able to plan and complete “must do” repair and replacement projects. These projects will enable the HOA to maintain the appearance of the GlenOaks community ... a neighborhood that the residents have come to enjoy and expect.


Dogs
Please be reminded of the following statement from our Covenants regarding pets: “All household pets, including dogs and cats, shall at all times be confined to the Lot occupied by the owner of such pet or shall be restrained by a leash at all times when any such pet is not confined to the pet owner’s Lot.” And not only is it against our Covenants to allow your dog to run loose, but it is also against the law, and you could be cited for it. Be a good neighbor, and keep your dog confined to your yard or a leash. Please understand that it can be very scary for a person, especially a child, to be confronted by a barking dog that is on the loose. Even though you, as the owner, may know that your dog does not tend to bite, the child that the dog is barking at does not know that.


Construction Requests
Just a general reminder: if you are planning any construction projects on the exterior of your home or your yard, such as decks, fences, covered porch, or an addition to your house, you are required to submit a construction request to the Board of Directors for approval at least 30 days in advance. Criminal Mischief and Activity
Last year around the holidays we had too many instances of criminal mischief in the form of vandalism and theft of holiday decorations. It is also a popular time for car break-ins. Please do your part to help us avoid being targeted this year. Do NOT leave valuables in your cars parked outside!! And please turn your exterior lights on at night, whether they are holiday lights or just your regular exterior lights. A well-lit yard is much less likely to be targeted by criminals than a dark yard.


Neighborhood Watch Program
Thanks to Sheri Martin and all the hard work she put in these past few years as our Neighborhood Watch Coordinator. We wish her good luck and happiness in her new home in Pennsylvania. Our new Neighborhood Watch Coordinator is Katherine Semmes of 5410 Killinur Drive. Annual Meeting & Elections
The annual general meeting of the GlenOaks Homeowners Association is set for October 5, 2010 at 7:00 pm at the GlenOaks Country Club. The purpose of the annual meeting is 1) to provide an annual operational overview and report to the membership, and 2) to elect Directors to the Board.
The terms of Art Kaufman, Barb Dye, Debbie Gardiner, and Sheri Martin expire this year. Therefore the HOA will be accepting nominations for four Directors. All four positions are 2-year terms. Self-nominations should be postmarked by September 1. The self-nomination should include a brief resume and a statement of why one would like to serve. Mail your self-nomination to GOHOA, Inc., c/o Secretary, PO Box 343, Prospect, KY 40059. If you are considering serving on the Board, and would like to discuss the role of the Board of Directors, please contact any of the current Directors listed above. You may also review the duties by going to the HOA website, click on “The Association”, then “Bylaws”, then scroll down to Section III, paragraph Q “Officers.”

July 4th Fireworks
Wow, what a show we had in GlenOaks! Lots of residents set off a great array of fireworks for all to enjoy, and we also could see the show in Norton Commons from our neighborhood, which was great fun! Now… comes the clean up! If you set off fireworks in the streets, please make sure that you pick up the trash from them. Many of our streets are now filled with fireworks casings, wrappings, and general trash. We just paid to have the streets swept clean a couple of months ago! Please help us keep them looking nice by cleaning up the fireworks mess.

Lawn Care and Clean Up
Summer is in full swing, and so is lawn-mowing season! Please be courteous to the rest of the neighborhood and clean up your clippings from the street. When you leave the grass clippings to gather in the street, it not only looks bad, but it also clogs up the drains and creates a mess.

Garbage Pick-up
Our neighborhood garbage pick-up service from Industrial Disposal is every Tuesday. Please put your garbage cans at the curb no earlier than Monday evening for pick-up the next morning. If you are going out of town, please ask a neighbor to wheel your cans to the curb and back in your absence.

Dogs
The Board has received numerous complaints recently regarding dog droppings, and owners’ failure to pick them up. If you own a dog, and you walk him in the neighborhood outside of your own yard, PLEASE make sure that you clean up after the dog when it does its business in other residents’ yards. It is the courteous thing to do, and it is the sanitary thing to do. Be a good neighbor and clean up after your dog!
 
Signage
Please remember the Association’s rules regarding signs in yards. Only one Realtor sign may be posted in the yard of a house for sale. No vendors’ signs, contractors’ signs, political signs, etc. may be posted anywhere in the neighborhood.

Neighborhood Watch - Lost Pets
Our Neighborhood Watch email distribution system is used to quickly circulate information around the neighborhood including security alerts, lost pets, community happenings, and announcements from the HOA. In just the last month we have reunited three lost pets with their owners, due to information circulated through email. If you have a pet, you might want to take a digital picture of it and keep that in your computer. If your pet were to ever get lost, it would be helpful to have a picture available to circulate electronically throughout the neighborhood. If you are not currently receiving the Neighborhood Watch emails and would like to, please contact Sheri Martin at sherikmartin@yahoo.com.

YMCA
A forum has taken place recently to discuss the possibility of building a YMCA in Norton Commons. It has been determined that there is a significant level of interest from the local community to have a YMCA facility there. The next step is to evaluate the available funding. More news will likely be available in early 2011.

$now Removal Blankets the Budget…. Again!!
Our snow removal budget for the 2009-2010 season was $9000. The cold hard fact is that our snow removal bills totaled $30,085. And yet again, money will have to be taken from our Prudent Reserve to cover this expense. The Board will be discussing alternatives to keep our Prudent Reserve from melting away.

Brownsboro Road / KY 22 Roadwork
Utility relocation along Brownsboro Road is currently underway on the KY 22 Improvement Project.  Once the utility work is complete, the project will go out to bid sometime between March 2010 and July 2010.  Construction will begin two months after the project goes out to bid and will last approximately 14 months. 
This project will include:
The widening of Rt.1694 from the I71 overpass to the intersection at Rt.22
The extension of Rt.1694 through Rt. 22 to meet up with Chamberlain Lane
The widening of Rt.22 from Chamberlain Lane to Murphy Lane.

Expect significant traffic problems during this road construction! But once it is done, we should see significant improvement in the traffic flow in that area.

The Greens
According to the Oldham County Engineer, the plan is to compile the Road Bond "Punch List" by mid 2010. The major items on the Punch List are:
Repair of the road surface in preparation for the final layer of asphalt
Repairing damaged curbs
Drainage
Sidewalks

It should be noted that there is adequate money in the road bonds being held by Oldham County to complete the necessary work. After the Punch List is compiled, a repair schedule will be determined, and the work will be completed and inspected.
 
The GOHOA intends to bring all 3 sections of "THE GREENS" into the GOHOA effective 1-1-11.
 
GlenOaks Lake
The GlenOaks Lake has reopened for the season. Signs had been posted closing the area during the winter months, for the safety of the children in the neighborhood. But now that the ice is gone, the lake has reopened for your fishing adventures. Please use caution when near the lake, and supervise your children.

Annual Street Cleaning
The harsh winter has left a buildup of salt on the streets of GlenOaks. In order to get them cleaned up and looking nice, the streets will be swept clean on Thursday, April 22. In case of rain that day, the alternative date will be Friday, April 23. Please do not park in the street that day, so that the sweepers can clean the entire width of the road. Additionally, in order to maintain the clean streets, please do not blow yard clippings into the street! It not only looks bad, but it also clogs up the drains and creates a mess.

Spring Junk Pick-up Day
Industrial Disposal will be providing GlenOaks with a junk pick-up service on Tuesday, May 18. On this day, you can put larger items out, such as furniture and appliances, in addition to your regular garbage. Industrial Disposal provides this service at no extra charge, as part of the service contract with GlenOaks. Just in time for that big Spring Cleaning!

Adopt-a-Hydrant
Several of the fire hydrants in GlenOaks are in need of a fresh paint job. If you have one near your house that needs new paint, and you would be willing to “adopt” that hydrant and give it a makeover, contact Sheri Martin at sherikmartin@yahoo.com. She can get you the proper paint from the fire department, and you can help us to beautify the neighborhood by painting a hydrant in your area.

Moser Farms Yard Sale
The Moser Farms Annual Neighborhood Yard Sale is May 15. If you would like to have your own yard sale that day in order to benefit from the increased traffic in the neighborhood, feel free to do so. Just remember that all signs advertising your sale must be free-standing (not attached to stop signs!), and must be removed by 6 p.m. that evening.

Voting
Kentucky Primary election is Tuesday, May 18. Polls are open from 6:00 a.m. to 6:00 pm. Register to Vote! The deadline to register to vote in the primary election is April 19, 2010. Seventeen year olds can register and vote in the primary, if their birthday is after the primary election but on or before the date of the general election (November 2). As reported in the Fall 2009 Newsletter, 95% of GlenOaks Homeowners Association (GOHOA) members paid their assessments on time. As of 12-01-2009, one assessment remains unpaid. The GOHOA was awarded a judgment in Oldham County Court against that lotowner. The GOHOA is presently working thru the court collection process.

Construction Requests

The GOHOA received ten construction requests. They were all approved. In one instance, a lotowner didn’t follow the proper procedure and was required to make both unplanned and expensive changes to the unapproved construction.

Introducing the 2010 Board of Directors
            Four Directors from the 2009 Board have returned: Bob Dye, Art Kaufman, Debbie Gardiner, and Sheri Martin.  Former Director Barb Dye has returned to a position on the Board, and two new Directors have joined the Board: Dan Schmidt and Lisa Bonick.  Thank you to these three new members for their willingness to step up and serve on the Board.  We welcome them and look forward to their contributions.

Annual Meeting
            The annual general meeting of the GlenOaks Homeowners Association was held October 6, 2009 at the GlenOaks Country Club.  At the meeting, there were reports given by the Board of Directors, the off-duty police officers who patrol our neighborhood, the President of Moser Farms HOA, and Twin Mac (our landscaping and snow removal contractor).  Attendance was particularly low, with only 17 members signing in at the meeting.

Collection of Annual Assessments
Every year GlenOaks Homeowners Association annual assessments are collected in January.  The invoices are mailed out in late December, and payment must be postmarked by February 1.  In 2009 95% of our residents (457 out of 482) paid their assessments on time.  We would like to thank all those residents for their timely payment.  The fee for late payment is $100, so please make sure to have your payment mailed by February 1. We are hoping for 100% on-time payments this year, as the timely payment of your annual assessment saves you money, and saves the Board a lot of time and effort.

Power Outages
As some of you are painfully aware, there are sections of our neighborhood that tend to have problems with excessive power outages.  This problem started long before the wind and ice storms of last year, and it continues to be an ongoing issue.  The HOA Board has spoken extensively with LG&E to try to improve the situation, but we have not as yet been successful in bringing about a positive change.  We have now enlisted the help of Councilman Kelly Downard’s office to try to improve the situation.  We will keep you posted on the progress.

GlenOaks Lake
Please be aware that as winter approaches in the coming month or so, we will be once again closing the GlenOaks Lake.  This is for the safety of the children in the neighborhood, as there have been instances in the past of kids walking out on the partially frozen lake.  When the sign is posted closing the lake for the season, people will no longer be able to be near the lake or in the area surrounding the lake.  Of course it will open back up again in the spring for your fishing adventures.

 

Industrial Disposal Garbage and Recycling 
            The Board just renewed our contract with Industrial Disposal for our garbage and recycling services.  The rates for 2010 will be $11.55/month for garbage pickup, which represents a $0.10 monthly increase from 2009, and $3.95/month for recycling pickup, which represents a $0.70 monthly increase from 2009.  After investigating the cost, the Board found this is still a very good deal for GlenOaks residents.  As an example, Oldham County has signed a master contract for the entire county with Industrial Disposal, and the residents throughout the rest of the county are paying $13.50/month for garbage pickup and $4.75/month for recycling.  
Industrial Disposal has made changes to their curbside recycling program.  All of the residents who utilize the optional recycling service should by now have had their recycling bin switched out with a wheeled cart, similar to those used for waste.  The new carts have a yellow lid and are marked “Recycling Only”, and they were available in either a 65 or 95-gallon size.  These new carts are now picked up every other week, instead of the previous schedule of every week. The Tuesdays scheduled for recycling pick up for the next two months are December 1, 15, and 29, and January 12 and 26.  If you have any questions or problems with your garbage or recycling service, please call Industrial Disposal at 638-9000.

Streetlights
The street lights in GlenOaks are an important way to prevent crime in the neighborhood, and we want to make sure that they are all functioning at all times.  If you see a streetlight that is not working in our neighborhood, please report it to LG&E.  They now have a website that you can use to report the problem:

Dogs
            There have been some complaints recently regarding dogs that are out of their yard and not constrained on a leash.  Please understand that it can be very scary for a person, especially a child, to be confronted by a barking dog that is on the loose.  Even though you, as the owner, may know that your dog does not tend to bite, the child that the dog is barking at does not know that. Please be reminded of the following statement from our Covenants regarding pets:  “All household pets, including dogs and cats, shall at all times be confined to the Lot occupied by the owner of such pet or shall be restrained by a leash at all times when any such pet is not confined to the pet owner’s Lot.”  And not only is it against our Covenants to allow your dog to run loose, but it is also against the law, and you could be cited for it.  Be a good neighbor, and keep your dog confined to your yard or a leash.

Construction Requests
            Just a general reminder: if you are planning any construction projects on the exterior of your home or your yard, such as decks, fences, covered porch, or an addition to your house, you are required to submit a construction request to the Board of Directors for approval at least 30 days in advance.  You can find all the required documents to download at www.glenoakshomeownersassociation.com.

Criminal Mischief and Activity
            Last year around the holidays we had too many instances of criminal mischief in the form of vandalism and theft of holiday decorations.  It is also a popular time for car break-ins.  Please do your part to help us avoid being targeted this year.  Do NOT leave valuables in your cars parked outside!!  And please turn your exterior lights on at night, whether they are holiday lights or just your regular exterior lights.  A well-lit yard is much less likely to be targeted by criminals than a dark yard.

Landscaping Improvement
The landscaped beds at the Links and Fairways entrances were revamped this fall.  The overgrown landscaping was replaced with smaller bushes, and some of the previous bushes were moved around to the side of the beds, so that they no longer covered the sign lettering.  Also the lighting was replaced so that it no longer shines in driver’s eyes or inside neighbor’s homes.  We hope the residents in those areas are enjoying those improvements.  The next project that we will be tackling is the landscaping, irrigating, and lighting of the entrance to The Falls section, so be on the lookout for those improvements in the next year.

Board of Directors Resignation
Assistant Treasurer Bob Anderegg will resign from the GlenOaks Board of Directors at the end of July, due to the fact that he is moving out of the neighborhood. Bob was Treasurer for 2 years and Assistant Treasurer for 10 months of his present 2-year term. He also served as Neighborhood Watch Captain for the Estates section. Bob has had a real zest for making GlenOaks a great community to live and raise children. We will miss him, and we wish him well in all of his future endeavors.

Annual Meeting & Elections
The annual general meeting of the GlenOaks Homeowners Association is set for October 6, 2009 at 7:00 pm at the GlenOaks Country Club. The purpose of the annual meeting is 1) to provide an annual operational overview and report to the membership, and 2) to elect Directors to the Board.
The terms of Bob Dye, David Swift, and Eric Rahman expire this year. Additionally, Bob Anderegg’s vacated term has one year remaining. Therefore we will be accepting nominations for four Directors. Self-nominations should be postmarked by September 1. The self-nomination should include a brief resume and a statement of why one would like to serve. Mail your self-nomination to GOHOA, Inc., c/o Secretary, PO Box 343, Prospect, KY 40059. If you are considering serving on the Board, and would like to discuss the role of the Board of Directors, please contact any of the current Directors listed above.

Road Re-opened
The roadwork on Route 1694 has been completed (at least for now), and the road has reopened. You are now able to make a right out of the Worthington Lane entrance, and go north on Route 1694.

Beware of Golfers!
Golf season is in full swing. Please be very mindful of golf carts traveling across our neighborhood roadways. We all need to be especially careful at the Stone School Road entrance, where the cart path crosses the road just inside the entrance. That is a difficult blind spot for both the drivers and the golfers, and we all need to use extra caution there to avoid an accident.

A Note from GlenOaks Country Club
The Club has submitted the following note to our residents regarding the golf course:

We at GlenOaks Country Club are making an effort to improve our facility and our standing in our community. I am aware that in the past there has not always been a great on-course presence from the GlenOaks Country Club golf staff. We are making a concerted effort to change that.

It is our desire that, and we ask that anyone not playing golf, stay off of the golf course property. Golf members must check-in at the Pro Shop before play. We will ask anyone who is on the property to leave immediately. There are two primary reasons for this; both of them are along the same line of thought. One is safety, and the other is liability.
The golf course property is only open to golf members and their guests who follow protocol by registering in the pro shop before play. Please, no practicing, jogging, walking a pet or trespassing in any manner, at any time. There have been incidents of vandalism, theft and damage to the golf course and golf course property. Obviously, we cannot be everywhere all the time. There are signs posted at entrances to cart paths off of the roads indicating that the golf course is private property. We would like for anyone who witnesses suspicious activity to report it to golf staff or police immediately.

Industrial Disposal Recycling
Industrial Disposal is making some changes to their curbside recycling program. All of the rectangular bins with the lids (which are presently used) will be switched out with a 95-gallon cart, similar to those used for waste. The new carts will have a yellow lid and be marked “Recycling Only”. These new carts will be picked up every other week, instead of the current schedule of every week. The switch-out period will hopefully be completed during the month of July. The process will be the recycling truck will make its usual pick up, and then a 2nd truck will retrieve the old bin, and leave a new cart in its place. The cost to the customer remains the same at $4.50/month. Customers can call Industrial Disposal at 638-9000 and request a smaller cart (65-gallon) instead if they wish. If no such request is made, the current bins will automatically be switched out to the larger 95-gallon cart.

Please observe the following rules at the lake:

Signs
Due to the recent number of violations by both contractors and realtors, take a moment and review the following. The restrictive covenants prohibit the erection of any sign other than one standard size "For Sale Sign". It is also recognized that by tradition the Board has eased enforcement of the sign prohibition for "open house" and directional signs on the day of said open house, provided the person erecting the sign removes their sign no later than 6:00 p.m. on the day of the open house. The Board shall continue this policy of nonenforcement consistent with past practices. The Board has also by custom permitted other items, which the Board has determined does not fall within the intended prohibition against “signs”. Customary sized underground fence and security system warnings, yard sale and lost pet notice complying with the requirements set forth hereafter are permitted. Yard Sale notices must be free standing and erected one (1) day prior to the sale and removed the no later than 6:00 pm the last day of the sale. Lost or found pet notices must be free standing and will be permitted for one (1) week only. In lieu of erecting notices for lost or found pets, residents are encouraged to use the Neighborhood Watch E-mail Alert System. Any signs found to be in violation and any prohibited signs will be removed without notice.

Street Parking
Please remember that it is both unsafe and unlawful to park on the street. The streets of GlenOaks are not wide enough to safely accommodate street parking. Short-term visits and work crews are acceptable, but for residents to be parking in the street on a regular basis is not acceptable. The police have been, and will continue to be, issuing parking citations. Please park your cars in your driveway!!

Landscaping Improvement
The landscaped beds at the Links and Fairways entrances are going to be revamped soon, as well as the lighting changed. We are in the process of reviewing quotes from several vendors, and will be getting that project started soon. We are looking to get new plantings that will not cover the sign lettering, and lights that will not shine in driver’s eyes or inside neighbor’s homes. Be on the lookout for those improvements in the coming months.

Welcome to the Electronic Age
This is our first electronic GlenOaks HOA newsletter. We are distributing this through the Neighborhood Watch email distribution, which saves the Association the cost of paper and postage. This will be our new method of distributing the newsletter. Some residents have requested to continue to receive a paper copy. Storm Debris Pickup
With the disastrous weather we’ve had, unfortunately comes cleanup. Remember that it is the lot owner’s responsibility to maintain the “property in a neat and attractive appearance”. Industrial Disposal will pick up branches that fit into your trash bin or have been bundled into 4-foot sections. In addition, if you’ll stack branches/logs at your curb, the county will pick them up as part of their storm clean-up initiative. In Jefferson County, debris should be in 4-foot lengths (no bundling required.) In Oldham County, the longer the pieces, the better. The following dates are estimates, barring any unexpected situations occurring.

Oldham County - Crews should be in GlenOaks by 4-10-09. No website available.
Recycling and Garbage Pick-up

Unfortunately the recycling business has collapsed. A ton of white paper sells for as little as $1. As such, the cost for recycling service has gone up. Because GlenOaks has a two year contract with Industrial Disposal, our cost of recycling will only increase 50 cents to $3.75 a month for weekly pick-up, compared to $4.50 a month for bi-weekly pick-up that other ID customers will have to pay. Please note that recycling is an optional service. If you wish to discontinue your service, you can contact Industrial Disposal at 638-9000. In addition, consistent with our contract, our trash service will increase 10 cents to $11.45 a month. If you receive your bill and you do not have these rates, please contact ID and inform them that you are a GlenOaks resident.

Spring Junk Pick-up Day
May 19th is the day for our Spring Junk pick-up provided by Industrial Disposal. Normal junk pickup consists of hot water heaters, washers, dryers, stoves, *refrigerators, dishwashers, couches, chairs, coffee/end tables, miscellaneous boxed toys, garage items, tools, grills, bicycles, lawn mowers, etc. The following is a general guideline of what is NOT ACCEPTABLE for junk pickup of “normal” household solid waste.

Demolition/Construction material…studs, drywall, sinks, tubs, toilets. A dumpster is required for construction, renovation, redecorating. Cabinets must be broken down to small pieces no longer than 4-5 feet in length. If items can fit into the 96-gallon cart they are acceptable.
Large amounts of fencing…a few planks may be okay if no longer than 4-5 feet in length…must be tied and bundled for pickup
No concrete…blocks, bricks, etc.
No liquids of any kind…paint, thinners, pesticides, household cleaners, motor oils or fuels. Wet paint can be “solidified” with kitty litter or granular absorbent material from automotive supply stores
No medical bio-hazards…sharps, chemo diapers, oxygen tanks
Lawn mowers must have gas tanks removed and be broken down as much as possible
Gas grills are acceptable…with no propane tanks of any kind…grills must have tanks removed and be broken down as much as possible
Swing sets and basketball goals must be broken down as much as possible…no pieces more than 4-5 ft. long…no concrete on legs or base
No large car parts…fenders, hoods, trunk lids, etc.
No tires of any kind
*Freezers, refrigerators and air conditioners must have freon/refrigerant captured and removed by a certified HVAC technician and unit tagged for acceptable pickup. Freon is considered hazardous waste
No landscaping material such as…logs, railroad ties, landscape timbers or concrete blocks. No dirt or sod
No yard waste material (in Jefferson County this must be collected separately with yard waste service)…no fire logs, stumps, shrubs, etc.

Safety and Security
Since 1/1/09 there have been 6 car break-ins and 1 garage unlawfully entered. It is worthy to note that:
not all victims reported the crimes to the police.
some victims had been hit before, and now are targets. 
Beginning in April, the Police Patrol will begin a "NIGHT WATCH" program. The officers will identify and contact (when needed) those homeowners who exhibit at-risk behavior. (for example: on 4 recent nights there were a total of 27 garage doors left open.)

Solicitors
As the weather continues to improve through the spring, we will see an influx of solicitors. If fact, it is already occurring. “NO SOLICITATION SIGNS" are posted at both the Stone School Road and Worthington Lane entrances. Soliciting is prohibited in GlenOaks. As you are aware, some peddlers disregard our signs. If you have people knocking on your door, CALL THE POLICE AND AN OFFICER WILL BE SENT OUT.
Oldham County Fiscal Court passed a Peddler Ordinance on March 17, 2009 (similar to the ordinance that already exists in Jefferson Co.) Solicitors are now required to undergo a background check and obtain a license. With this ordinance in place, the police will issue citations to solicitors who do not have the proper credentials.

GlenOaks HOA President, Bob Dye would like to thank Oldham County Judge Dwayne Murner, the Oldham County Police Chief Colonel Mike Griffin and their respective staffs for their assistance with this matter. Bob would also like to thank Oldham County Magistrate Bob Deibel and his committee, who wrote and supported the ordinance. The ordinance passed 6-3, with Judge Murner, Magistrates - Deibel, Church, Iva Davis and Greenwell voting to approve, and Magistrates - Rick Rash (who represents GlenOaks), Scott Davis & Bob Leslie voting against it.
Flyers in the paper boxes are a nuisance and most of them end up littering our neighborhood. Board 1st Vice-President David Swift contacts vendors and informs them of the “No Solicitation” policy for GlenOaks. Please do your part by making phone calls to these vendors as well.

Streetlights
We recognize that we have a few streetlights that are out, and we have notified LG&E. With all the inclement weather we have had, there are over 5000 streetlights that need repair throughout the LG&E area. Please assist us by reporting problems yourself directly to LG&E at 589-3500. Thank you.

Norton Commons
The Farmers Market opens Saturday, April 4th, 2009
 

St. James Park
Canfield Development is seeking approval to build a 500 Planned Unit Development located on Schuler Lane, abutting both St. Mary's School and Norton Commons. The GOHOA is concerned about additional traffic, sewer, and density issues, so we are monitoring the situation and staying involved in the discussions.

Yard Sales
Moser Farms is hosting their annual neighborhood-wide yard sale on May 9. GlenOaks residents are invited to have their own yard sales on the same day, and benefit from the increased traffic through the neighborhood. Just remember that yard sale signs must be free standing (no taping them to the stop signs!), and may be put up one day before the sale, and need to be removed by 6 pm on the last day of the sale.
